- Credits must be based on seat-time. (CFAT 50-State Scan of Course Credit Policies 2013). In 2017 SB 2186 was signed it into law. From this article: The bill allows districts and schools to submit a waiver request to the Department of Public Instruction, allowing for innovation, such as learning outside normal school hours or off school premises, and flexibility around instructional hours, school days, and school years.
