Competency-based learning is fundamental to the design of new learning models that are student-centered and personalized.  While competency-based learning or standards-based learning has been an important concept for student-centered learning for decades, only recently did the capability for intelligent information systems -- content management systems, learning management platforms, student information systems, and next generation gradebooks that are competency-based and e-portfolio ready -- exist to help manage these loads of data on how student demonstrate proficiencies.

 

Liz Glowa, the author of Re-Engineering for Competency Education: Information Technology Design Considerations, discusses how we can re-engineer data systems from teacher-centric, course-based instructional models to student-centered, competency-based learning models.  

 

Dr. Glowa, a former teacher, special educator, and principal, is an E-learning consultant, online teacher and trainer, and LMS administrator. She has expertise in the development and implementation of a state virtual school program, online courses, and the use of online courses and resources to support blended learning, strategic planning and budget for instructional technology projects. Dr. Glowa has worked on development of standards for learning objects, quality online courses, and guidelines for professional development and support for online teachers. She has also worked with the Southern Regional Educational Board for online credit recovery programs.
